The Phoenix housing market is shifting dramatically in June 2025. Total active listings excluding UCB/CCBS have risen to 26,580—up 47% from last year’s 18,044. However, new listings have dropped 39% over the past 2 months, resulting in a shrinking pipeline even as inventory appears high.
The result? Buyers are gaining leverage. With mortgage rates stuck around 6.89%, many builders are stepping in with rate buydowns to 4.99%. Meanwhile, Phoenix’s 9.3% wage growth is far outpacing its 0.3% inflation rate, creating new pockets of affordability—especially in the sub-$500K segment, where prices have already declined 2.2% YoY.

Luxury is the bright spot. Homes over $3 million saw 91 closings in May—up 18% YoY—with the average sale price reaching $5.1 million.
